Abstract
Papers of a Charlotte lawyer and politician, primarily documenting his membership on the Mecklenburg Board of County Commissioners (1978-84). Includes campaign files and material reflecting his special interests in human services, mental health, and roads. Also includes material from his earlier service on the Charlotte Housing Authority (1971-76).

Biographical/Historical note

William Thomas "Tom" Ray was born in Charlotte on November 27, 1936. He attended UNC-Chapel Hill (A.B., 1957; LL.B., 1960) and Cambridge University (B.A., 1962). A member of Phi Delta Phi, he was admitted to the North Carolina State Bar in 1962. Ray began his legal career with Cansler and Lockhart of Charlotte. He served on the Charlotte Selective Service Board and on the Charlotte Housing Authority (1972-77). First elected to the Mecklenburg Board of County Commissioners in 1978, Ray served as chair during his second term (1980-82) and as vice-chair during his final term (1982-84). He is married to Margaret Whitton Ray [see Margaret Whitton Ray Papers].

Scope and Contents note

This collections is comprised almost entirely of material created or received by Ray as a result of his service on the County Commission. In addition, the papers contain material on Ray's earlier service on the Charlotte Hospital Authority and his later involvement with the Mental Health Authority.

Series 1: Subject Files 1971-1986

Scope and Contents note

This series is the primary source of information documenting Ray's service as a county commissioner. Arranged alphabetically by subject. For the two years preceding Ray's first term as a commissioner, the board had been noted for its inability to agree on major issues. Ray was credited with helping to form a consensus on the new board; nevertheless many controversial issues came before the board during Ray's three terms. Ray was especially interested in the organization of mental health services. He also led the effort to reorganize the delivery of county-sponsored services from the Department of Social Services, Health Department, Mental Health Authority, Senior Citizens Nutrition Program, and Juvenile Services. Among other issues he was involved with were relations between city and county governments, including consolidation, zoning, district representation, and roads.
