This series relates to Lillard's unsuccessful bid to win a seat on the Charlotte City Council in 1989. The Democratic nominee for District 7, he was defeated by Republican challenger Tom Mangum in the general election. Lillard was the Gifts Librarian at UNC Charlotte.
