Atkins Library at UNC Charlotte regards open access (OA) publication of scholarly articles as a foundational aspect of a sustainable scholarly communication system. In support of open access research at the University, Atkins Library has created an Open Access Article Publication Subvention Fund (OAAPSF).
The fund is intended to cover or contribute to the cost of article processing charges (APCs) assessed on OA articles authored by UNC Charlotte faculty, research scientists, postdocs, and students. OAAPSF will include other Library expenditures that support OA publication, such as memberships and subscription charges. The fund is restricted to articles accepted for publication in peer-reviewed, OA journals. We ask that funded articles be placed in the Library's repository: guides.library.uncc.edu/repository.
OAAPSF emerged from UNC Charlotte’s commitment to the “Compact for Open-Access Publishing Equity” (COPE). Launched in September 2009, the goal of COPE is to help subscription-based journals and open- access journals to compete on a more level playing field by providing equitable support for the processing fee business model of OA journals.
Members of COPE agree to commit resources to support the processing fees required by some OA journals. Specifically, the universities commit to “the timely establishment of durable mechanisms for underwriting reasonable publication charges for articles written by [their] faculty and published in fee-based open-access journals and for which other institutions would not be expected to provide funds.” www.oacompact.org
