Ms. Hoon is the Scholarly Communications Librarian for the University of North Carolina at Charlotte (UNCC). Ms. Hoon serves as a campus-wide copyright resource accessible through an extensive web presence, workshops and presentations, individual consultations, and partnerships with relevant campus units, particularly the Office of Legal Affairs. In addition to raising campus copyright awareness, Ms. Hoon focuses particularly on scholarly communications issues, copyright, open access, licensing of electronic resources and assisting with copyright ownership questions, including review of faculty publication agreements and raising awareness of university copyrigh use and ownership policy issues.
Prior to joining UNCC, Ms. Hoon served as the Special Assistant to the Provost for Copyright Administration at NC State and the NCSU Libraries Scholarly Communication Librarian for over twelve years where she authored the TEACH Act Toolkit and achieved a national reputation for copyright expertise. As the Association of Research Libraries first Visiting Scholar for Campus Copyright and Intellectual Property, she headed the “Know Your Copy Rights” web site and brochure. She has worked extensively with the Center for Intellectual Property at University College University of Maryland, served as their Virtual Intellectual Property Scholar 2011-2013, was the Intellectual Consultant for the Grateful Dead Online Archive at the University of California at Santa Cruz and was the American Library Association’s 2008 recipient of the L. Ray Patterson Award in Support of Users’ Rights. She holds a J.D. from the University of Washington and a B.S. in Nursing from the University of Colorado.
Ms. Hoon works in consultation with UNC-Charlotte's Office of Legal Affairs, which is the only office on campus that gives legal advice. Ms. Hoon provides information and education but does not give legal advice.
